Now in this point of view it is to be observed that 3½ months of W. Adams's leave have already clapsed during which time his duties have been performed by his substitute as matter of course on half salary. It would be an injury to the substitute therefore if W. Adams received the other half; and I think that on the whole no harm would be done if W. Adams were told that he cannot have 6 months leave, but that it will permit him to draw half salary for that period, with the understanding that at the end of it he must either be restored or else retire with any gratuity which the rules of the Public Service may admit of granting to him in consequence of his relinquishing his Office from ill health.
